ABUJA-Justice Walter Onnoghen of the Supreme Court on Tuesday took his oath of office and allegiance before Acting President Yemi Osinbajo to become the substantive Chief Justice of Nigeria, CJN.

Onnoghen was appointed by President Muhammadu Buhari on November 10, 2016 as the Acting Chief Justice of Nigeria. Following the constitutional provisions, Onnoghen’s name was sent to the Senate on February 7, 2017 by Acting President Osinbajo for confirmation The senate on Wednesday last week screened and confirmed his nomination.

By his confirmation, Onnoghen who hails from Cross River State has become the 17th Chief Justice of Nigeria, CJN. Speaking at the brief swearing-in ceremony which took place at the Council Chamber of the Presidential Villa, Abuja, Osinbajo reminded the new CJN of the enormous task ahead of him, saying the fate of millions of Nigerians were now placed in his hands for justice. Similarly, the new CJN who noted his new office as the head of judiciary in the country pledged to uphold the rule of law and ensure the independence of the judiciary.
Operatives of the Department of State Security, DSS, have picked up former Delta state governor, James Ibori. A source at DSS says he was picked up for a routine questioning with the Director General of DSS, Lawal Daura. The source added that he will not be detained.

Muslims in the United States on Sunday took to the Dallas Fort Worth airport to protest Donald Trump’s executive order temporarily barring Muslims from seven countries from entering the United States. The protest was going on normally and then there was a loud call to prayer, following which a group of Muslim men converted the baggage claim area to their prayer ground.
Some were against this move by the Muslims, pointing out that no Muslim nation will allow Christians or Jews to take over their airport in this way. EKITI State Governor and Chairman of the Peoples Democratic Party Governors’ Forum, Ayodele Fayose, has warned the Department of State Services over the planned detention and trial of Apostle Johnson Suleiman of the Omega Fire Ministries Worldwide and the General Overseer of Living Faith Church Worldwide International, popularly known as Winners’ Chapel International, Bishop David Oyedepo.

Fayose described the move by the DSS as an indirect invitation to religious crisis in the country.

Governor Fayose alleged: “There is plan to charge Apostle Suleiman and Bishop Oyedepo for incitement and attempt to cause public disorder on Friday, and make sure that they are not granted so to get them remanded in Kuje Prison perpetually.”

He said this plan was to humiliate these men of God as well as silence them and create fear in other people that may want to speak against the heinous crime against humanity being committed daily, while perpetrators are being shielded by the Federal Government.

In a statement issued on Sunday by his Special Assistant on Public Communications and New Media, Lere Olayinka, Governor Fayose said the DSS should tell Nigerians how many of the Fulani herdsmen that killed thousands of Nigerians across the country have been arrested before going after Nigerians who merely expressed their frustration over the to failure of the Federal Government to protect them.

The governor said: “Even though the DSS has allowed commonsense to prevail by properly inviting Apostle Suleiman as against the gestapo manner with which the service attempted to abduct him last week Wednesday, it is still questionable that the DSS is more interested in a man who threatened to defend himself against any attack by Fulani herdsmen rather than those herdsmen that murdered thousands of Nigerians.

“It is sad and worrisome that after muzzling opposition politicians, judiciary and the press, the APC led federal government has taking its desperation to suppress dissenting voices in the country to the House of God.
‎
“If the DSS had acted swiftly like it is doing on Apostle Suleiman so-called inciting comments when people were being killed by herdsmen across the country, so many lives would have been saved.”

Fayose advised the government and the DSS not to go ahead with these plans as it will heat up the polity and threaten the peaceful coexistence of Nigerians, calling on well meaning Nigerians to prevail on the Federal Government to desist from acts capable of throwing the country into further crisis.

Governor Fayose, who reiterated his call for the release of the head of the Islamic Movement in Nigeria, Sheikh Ibrahim El-Zakzaky, who has been in detention since late 2015 despite a court ruling that he should be released, affirmed that he “will continue to stand for Nigeria and its people, not for any religion and it is my position that rights of all Nigerians must be respected and protected”.

The governor urged the APC-led Federal Government to pay attention to the economy it destroyed, with the aim to revamping it and saving Nigerians from the hunger ravaging the land.

He said: “Nigeria is already being ravaged by war of hunger, economic recession, job loss and lack of leadership direction. It will be disastrous for the country to be plunged into religious crisis.

“Apart from during the civil war, Nigerians have not been badly divided as a nation as we are under the President Muhammadu Buhari administration. Killings under this government in 18 months are more than what was witnessed in the last 20 years.”‎
The former Abia State governor Dr. Orji Uzor Kalu today, paid a visit to the leader of Indigenous People of Biafra IPOB, Mazi Nnamdi Kanu in Kuje Prison, Abuja.BIAFRA: Orji Kalu visits Nnamdi Kanu at Kuje PrisonMazi Kanu has been in detention since last year, October 2015 despite several court orders to release him on bail.

Nnamdi Kanu, who hails from the South Eastern part of Nigeria, the region that is agitating for a separate nation called Biafra.
Having been the arrowhead of the Indigenous people of Biafra IPOB, Kanu was detained on a 6 count charges, including 'Treasonable Felony' by the Nigerian Federal Government.

He has been arraigned several times without bail.
Meanwhile, Dr. Orji Uzor Kalu had recently told some bloggers from the southeast who paid him a courtesy visit at his Igbere home town, Abia State that he has been making a way to plead to President Muahammadu Buhari to enable his release Nnamdi Kanu.We believe the visit will yield a good result, as Orji Kalu has been the only one apart from Nnamdi Kanu that has been fighting for the Igbo cause.

A former Minister of State for Defence, Senator Musiliu Obanikoro, on Monday returned N30m to the Economic and Financial Crimes Commission. This brings the total amount of money he has returned to the EFCC to N134m.

A source at the EFCC said, “Obanikoro came on Monday and presented a draft of about N30m. Initially we did not want to collect it because it is small compared to what he is supposed to have given us. However, the legal department advised us to collect it.”

Obanikoro had in October returned N104m to the commission. The ex-minister, who returned to Nigeria last month after spending about 15 months in the United States, was accused of receiving N4.7bn from the Office of the National Security Adviser under the leadership of Col. Sambo Dasuki (retd.).
Obanikoro had said in his statement of oath at the EFCC that after receiving the money in 2014, he gave N1.219bn to the then governorship candidate of the Peoples Democratic Party in Ekiti State, Mr. Ayodele Fayose, while N1.3bn was given to the PDP candidate in Osun State, Senator Iyiola Omisore.

He also confessed to giving Fayose a separate $5.377m at Spotless Hotel in Ekiti State in the presence of party leaders including the then PDP Secretary, Mr. Tope Aluko.

Obanikoro was said to have kept about N785m for himself, which he allegedly spent while campaigning ahead of the PDP governorship primary in Lagos State. Mr. Jimi Agbaje won the primary.

However, the EFCC asked Obanikoro to return about N584m out of which he had already returned N134m.
At the EFCC office on Monday, Obanikoro promised the detectives that he would return the remaining N450m in 2017.

The source said, “About N450m is remaining and Obanikoro has promised to pay the rest in 2017. He will also be reporting at our office every two weeks.”
At the Federal High Court in Abuja presided over by Justice Nnamdi Dimgba last week, Mr. Alade Sunday, a manager at Zenith Bank, narrated how Obanikoro delivered about N1.219bn to Fayose’s aide, Abiodun Agbele, for onward transmission to his boss.
He had also said it took the cashiers about 10 days to count the money.

Sunday had said Obanikoro flew with the cash to Akure Airport and the money was loaded into bullion vans.
He had said, “When we got to the airport, we waited for some minutes before the aircraft arrived. When the aircraft offloaded its passengers, one of them appeared to me to be Senator Musliu Obanikoro and the other one appeared to be his ADC, Adewale.

“Agbele walked up to them and had a discussion with them. Thereafter, he signalled me to bring the van. Bags loaded with cash were loaded into the van and Obanikoro’s ADC, Agbele and I drove back to the bank.”
Meanwhile, it was learnt Omisore had appealed to the EFCC to return his passport to him to enable him to travel out of the country.

A source at the commission said, “We cannot return his passport to him now because he has not yet returned half of the money. He has returned only N350m out of N1.3bn. When he returns half, then the EFCC can consider returning the passport to him.”

The Lagos State governor, Akinwunmi Ambode, on Tuesday presented the 2017 budget proposal of N813 billion to the House of Assembly, assuring that the budget would be judiciously implemented to continue the infrastructural renewal and the enhancement of Lagos as one of the foremost tourism and investment destination in Africa.

Mr. Ambode, who tagged the budget “The Golden Jubilee Budget” as it coincides with the State’s 50th Anniversary, said it would focus on physical infrastructure, while social sectors especially health, education, youth and social development would get adequate attention.

“In the course of the 2017 Financial Year, we shall carry out fundamental reforms on all our modes of transportation – Roads, Water and the Walkways. In this wise, a Public Transport Infrastructure Bond will be issued in the course of the year,” Mr. Ambode said.

“The State Government will embark on the Urbanisation of the Marina axis, Waterways Channelization, establishment of more Parks and Gardens as well as the Community Sports Centres and Stadiums in different locations across the State.”

The 2017 budget saw an increase by N150 billion from the 2016 budget.

The budget is also the biggest for any Nigerian state ever.

Giving the key components of the budget, Governor Ambode said recurrent expenditure would gulp N300. 535 billion while N512.464 billion would be dedicated to capital expenditure, representing a Capital/Recurrent ratio of 63 percent to 37 percent.

According to the governor, road construction, rehabilitation and maintenance would be one of the key focuses of the budget, adding that efforts would be geared towards roads that will open up the hinterlands, improve connectivity in the State and reduce travel time.


He listed some of the road projects to include Murtala Mohammed International Airport Road from Oshodi, Agric-Isawo-Owotu-Arepo Road in Ikorodu, Igbe-Igbogbo Phase II- Bola Tinubu Way in Ikorodu, Ijegun Imore Phase II Amuwo in Ojo axis, Oke-Oso-Araga-Poka in Epe, Epe-Poka-Mojoda in the Epe axis and the completion of the Abule-Egba, Ajah and Pen Cinema flyovers.

The governor also said that within the course of the budget implementation, his administration would enter into a Public Private Partnership (PPP) to execute some road projects including Oke Oso-Itoikin dualisation Project in the Epe axis, Okokomaiko-Seme Road Project in Badagry axis and Ikorodu-Agbowa-Itoikin-Ijebu Ode Road Project in Ikorodu axis, just as he disclosed that the Phase II of the 114 Local Government Roads project as well as the construction of the Fourth Mainland Bridge would also kick off in 2017.

“We will fully implement the Medical Health Insurance Scheme and deploy e-Health/ e-insurance Health Service solutions; and complete the on-going upgrading and extension work in the State General Hospitals and Ayinke House in Ikeja. Work will commence on our Medical Park in the 2017 fiscal year,” Mr. Ambode said.

On the revenue expected from federal allocation, the governor said a conservative approach was taken owing to the falling oil prices, which according to him, was about $41.98per barrel at the time of finalising the budget.

He, however, expressed optimism that the state would get an increase in Federal allocation through the 13 percent derivation from Oil and Gas in 2017.

“In view of our financing gap, we shall continue to sustain deficit financing in the short-to-medium term; enhance revenue growth throughout the year on several initiatives including automation and efficient revenue administration,” the governor said.

Giving a sectoral breakdown of the 2017 Budget Estimates, Commissioner for Finance, Akinyemi Ashade, said the governor earmarked N205.85 billion for General Public Services representing 25.32 percent of the budget, N36.43 billion to Public Order and Safety, representing 4.48 percent, while Economic Affairs received a lion share of N295.84 billion representing 36.39 percent.

In other sectors, the commissioner said Environment got N56.31 billion, representing 6.93 percent, Health got N57.29 billion representing 7.05 percent, while Education got N92.4 billion representing 11.37 percent of the budget.

The Commissioner also said the budget would be funded from a total revenue estimate of N642.849billion while the balance of N170.150billion would be funded through a N100bn Bond Issuance program and a combination of internal and external loans.

Receiving the Budget, Speaker of the House, Mudashiru Obasa, commended Mr. Ambode for keeping faith with the 2016 budget in the area of implementation, adding that Lagos has witnessed a quantum leap in the last one year.

Mr. Obasa, while assuring the governor that members of the House would give the 2017 fiscal document due diligence for the benefit of Lagosians, called on the Ministries Departments and Agencies (MDAs) to furnish the House with all the necessary documents to enable it fast-track the budget approval process.

The Lagos Speaker also seized the occasion to call on the Senate to reconsider the Special Status Bill for Lagos State, saying there was no better time to accord the State such recognition.
Image result for nigerian fgThe federal government says it cannot meet the N248 billion demand of the Academic Staff Union of Universities (ASUU), in light of the current economic recession.

According to Chris Ngige, minister of labour and employment, the union made the request, saying it is for earned allowances.

But speaking with state house correspondents after the federal executive council meeting in Abuja on Wednesday, the minister said the government had agreed to meet seven out of the eight demands of the union.

He added that the demand for the payment of earned allowances was the only issue that had not been resolved.

“The other aspect of it is the earned allowance. The earned allowance is the only one that has not been sorted out for now. Everybody knows and agrees that we are in a recession,” he said.

“If we are in a recession and you are asking us to pay you N284 billion, nobody will pay it because the money is not there.”

Ngige said the government offered the union an undisclosed amount of money pending the time when it audits the first tranche of money given to the union.

“So they (ASUU) agreed and the national assembly also agreed, but the government offered them some amount pending when we finish auditing of the first tranche of money that has been given to them in that same area of earned allowances,” he said.

“That tranche of money that they collected is being audited, but the auditing process is very slow because some people for some strange reasons are not allowing auditing to take place. So a time frame has been fixed of six months within which the auditing will be done.

“Within those six months, government has offered something that they will be paying on a monthly basis and ASUU has also made a counter proposal to government so both parties have gone back to their principals.

“ASUU has a principal which is the national executive body, and government has come back to look at our finances viz-a-viz with the national assembly, which will appropriate that particular fund because for 2016, there is nothing in the budget for it.”

He said the union was expected to return to the negotiating table with its counter proposal.

ASUU had embarked on a one-week warning strike to press home its demands.
RELIEF appears on the way for motorists and commuters plying the Enugu-Onitsha and Enugu-Port Harcourt express roads, as the Federal Government has mobilized contractors to return to sites to rehabilitate the roads that have been death traps for some times.

Work on the Enugu-Onitsha highway was abandoned over 10 years ago. It will be recalled that eminent citizens from the south east, traditional rulers among others have decried the deplorable condition of the ever busy road that links people from the Northern states to the commercial city of Onitsha to no avail.
Also, remedial works were done on a portion of one lane on the Enugu-Okigwe-Umuahia-Port Harcourt road, between Okigwe and Umuahia, before it was abandoned early in the year. President Muhammadu Buhar But recently, contactors were seen mobilizing their equipment back to their sites at the 9th Mile end of the Enugu-Onitsha road and on the Enugu-Port Harcourt highway.

On the Enugu-Port Harcourt road, two contractors have mobilized for work. One of the contractors have commenced clearing the maiden from Awgu axis of Enugu down to Isiagu Junction and Abia State boundary which was overgrown by weeds. It was also observed that the firm has secured and cleared a huge space after Mpu junction and putting structures as camp for its workers and equipment. The contractor, it was gathered, is rehabilitating the Enugu to Abia State boundary axis of the road.

At the Abia State portion, beginning from Lokpanta in Umunneochi council of area, another contractor, was seen on site filling the dangerous potholes at the Lokpanta Cattle Market which had been a nightmare for the road users. The contractor has commenced tarring of the other lane from the Okigwe-Umuahia axis, having completed one lane earlier before it pulled out its men and equipment from site.

“We thank God that they have remembered the area again. If you know what we spend to maintain our vehicles, you have pity on us. Whatever amount you make goes back to the maintenance of the vehicle”, a commercial motorist, who gave his name as Ekenna said.

Nsemoh, a 16-year-old high school sophomore, ended up in the coma last month after another player kicked him in the head during a game.
When he woke up, he did something he’d never done before: speak Spanish like a native.
His parents said he could already speak some Spanish, but he was never fluent in it until his concussion.
Slowly, his English is coming back, and he’s starting to lose his Spanish fluency.

However in a quick rebuttal, the EFCC dismissed Ndukwe’s claims, saying there was no truth whatsoever to them. Chief Duruiheoma, who disclosed this during a session with the members of the Senate Committee on National Identity Cards and National Population Commission, led by its Chairman, Senator Suleiman Hunkuyi (Kaduna North) on an oversight visit, said technologies to be deployed into the conduct of the next census exercise are more sophisticated than that of 2006.Meanwhile, the Senate Committee has urged the National Population Commission to commercialised issuance of birth and birth certificates as well as vita data to private and public sectors with a view to generating revenues. Chief Duruiheoma explained that the N222 billion budget proposal by the Commission was to cover pre-census, the census, and the post census expenditures. According to him, for the census which we proposed, I want to give you some background information, in preparing for this census, since 2015, we have regularly hinted that given the resources we will be prepared to do a census in 2016. And we stated how the resources would be made available top us. Unfortunately, that didn’t happen. When that didn’t happen, of course we submitted a budget at that time. He said when another proposal to conduct the exercise in 2017 couldn’t happen again, we came up with a proposal to hold the census in 2018. According to him, “The Commission will therefore require the support and guidance of the Senate Committee on Population in order to achieve its mandate of managing Nigeria’s population for sustainable development. “Adequate and timely release of fund is one critical issue that defines the success or otherwise of a census program. We expect the senate committee to ensure that the funding challenge of the 2018 census is overcome. “For a nationwide project like the census, there will be the need to put in place appropriate legal regime for its effective execution. The commission looks forward to the senate committee to ensure that required legislations on the next census are passed. “Specifically, the commission will require the support of the senate committee in ensuring that periodic conduct of the population censuses in Nigeria is included in the 1999 Constitution of the Federal Republic of Nigeria.
Former Nigerian President, Dr. Goodluck Jonathan Monday spoke at the Oxford Union, succeeding US Secretary of State, John Kerry, who spoke at the same event in May this year.
Speaking on the theme 'Fostering Youth Entrepreneurship, Dr. Jonathan, whose speech was streamed live, said:


"I once said that I was not elected President of Nigeria to spread poverty, I was elected to generate and spread wealth." 'My belief in this regard is that getting a job or being a worker cannot completely cure the disease of poverty. It is only your own business that can provide such security and give you the financial freedom you need to prosper."Dr. Jonathan asked the esteemed audience some questions during his speech which included;
"Why are some nations rich and some poor?
Why do individuals that grow up in similar circumstances end up differently, with some as successes and others as failures?
Is the wealth of nations a result of geography, weather, culture, destiny, etc.?
What could a leader do to effectively lift a people out of the depths of poverty, and enable them to achieve prosperity?"
The former Nigerian leader talked about youth entrepreneurship programs his administration pioneered saying that one of them, YouWIN was a major plank of his job creation efforts.
"The motivation for this program is for young people to go into SMEs, create jobs for other young people with the expectation that some would grow to large scale businesses" Dr. Jonathan said.

A Kenyan-born woman is in the center of media attention in the United Kingdom (UK) after her decision to divorce her husband in order to get married to the father of Chelsea star John Terry.

Evelyn Minkey, 39, a mother of three is in the process of divorcing her husband after meeting and falling in love with Ted Terry, 61.

Evelyn has already moved in with the footballer's father. The couple is said to have first met in 2014.
In August 2016 police had to be called after Evelyn's husband Stefan and Ted fought at her house.
Evelyn's youngest child lives with Ted with the other two children living with her estranged husband.
According to British tabloid the Sun, the divorce between Evelyn and her husband has turned messy.

“The divorce is messy, but Ted has jumped right in.They are really loved up and there is nothing that anyone can do.” the Sun reported.

Reports also said Ted is paying KSh 1.1 million for a prep school for Evelyn's young son.

Image result for lagos stateIn a bid to cushion the effects of economic recession in the country, the Lagos State Government has perfected plans to introduce monthly payment plan on its Home Ownership Mortgage Schemes popularly called Lagos HOMS across the State.

The State Governor, Mr. Akinwunmi Ambode, who stated this after embarking on an extensive inspection tour of projects across the State, said his administration has decided to scale up the rent-to-own policy by introducing monthly payment plan whereby people can pay monthly instead of being compelled to make a down payment of 30 percent of the total cost or pay for one year.

He said: “We believe strongly that people should be able to pay one month rent and live in our housing schemes. We don’t think in a recession, we should be having a situation where we allow people to come and buy when they don’t have money or to come and pay one year rent. We think the way to move forward is to allow these our younger ones to just pay one month deposit and pay one month rent and move into the houses and then more or less play up our rent-to-own scheme,” Governor Ambode said.

While speaking on the pocket-friendly initiatives of his administration on housing, Governor Ambode said the State Government has taken time to review its mortgage schemes vis-à-vis its financial flow, adding that many ongoing housing schemes have reached advanced stages of completion and that they would be rolled out in a matter of months.

The Governor, who inspected the Illubirin Housing Scheme in Lagos Island, said government, in partnership with private sector, is making arrangement to transform the scheme into a live, work and play environment.

“In addition to that, the other housing projects that we are doing are on course and I want to assure Lagosians that in the next few months, we will be seeing a whole lot of housing units being rolled out,” the Governor said.

On his part, the State’s Commissioner for Housing, Mr. Gbolahan Lawal, debunked insinuation that the Illubirin Housing Scheme had been abandoned, saying that government was rather working to improve on the project which is sitting on 28 hectares.

He recalled how the project started under the administration of former Lagos State Governor, Asiwaju Bola Ahmed Tinubu with sand filling, while his predecessor, Mr. Babatunde Fashola carried on with the project.

He said: “Now, under the administration of Governor Ambode, we want to scale it up and the idea is to make this place a live, play and work environment and so we are projecting 500 units instead of the 1,260 that the scheme was formerly designed for. We believe government funds should be deployed to some other sites that we are working on and to also come up with new designs and new buildings and so instead of government to recapitalize this project, we are working with the private sector and the investor that has come up is investing about $500 million.”

According to Lawal, about five hectares of the Illubirin scheme would be dedicated to leisure, while there would also be commercial activities, as well as flyover which would be constructed.
He said the State Government is already working with the Federal Ministry of Works and the Ministry of Waterfront in that regard, adding that the flyover would be on another phase.

He also said that all the phases of the scheme are expected to span between five to seven years, but that there would be a lot of improvement on the project before May 2019.

he Federal Ministry of Education says contrary to online media reports, it spent N6m in building a block of eight VIP toilets in Unity schools in riverine areas in the country and not N50m that has been reported.

A statement released by the Deputy Director, Press in the Ministry, Ben Bem Goong, states that another N40 million was budgeted for the construction of six toilets in Unity schools in upland areas.

According to Goong, VIP toilet means pit toilet with improved ventilation, incorporating features to enhance sanitation and health, and not luxury toilets. According to the statement, the N50m and N40m quoted as costs in a recent report was for three projects depending on location which included

“VIP toilets and bathrooms in hostels and classroom areas, provision of modern kitchen and renovation of dining halls and borehole and reticulation of water.” He added that the construction project is meant for all 104 Unity schools across the country.

500 Ghanaian army recruits who were sacked last year for alleged insubordination at a parade have threatened to join terrorists groups if they are not recalled. They said they have received offers from extremist groups and will be voiced to join if the government does not look into their case.

Their spokesperson Frank Antwi said:
